Didn't you answer your own question?
The best software is your ears.
You can tell when something sounds awful,no matter what the bitrate is.
If it sounds terrible,does it even matter what the bitrate is?

I just hate when people do this.
To re-encode to a higher bitrate from a lower one.
What a waste of time and space?
The only sure fix I have found for these types of files is right click>delete.
Then remember where you got it from and don't go back.
