That's a good question, and it's been much discussed here. I think on the balance of probabilities that it is legal to import this music into the UK and the US for personal, non-commercial use. The music industry would say otherwise, of course. No-one will really know for certain unless there is ever a court case about it.
As for payments, I don't believe that dealing with these sites is any more risky than with UK or US sites. I certainly have no concerns about doing business with them; although it would be prudent to avoid
