Those are normal speeds for me (10 seconds and 50kb). Sometimes it can take up to 30 seconds for the main web site (not the downloader).
Not a big problem, but just annoying!
Just wanted to mention that this is using a cable modem and Time Warner.

I have learned to live with it.
