Not that I know of... it seems you may have started one...well, at least a thread... maybe not a sticky... but, one could form from this thread.

However, it is not just about what site is up or not... but, which site allow refill of balances. AND... from what country they are able to access the site to refill balances AND.... what (if any) method they used to their refill balance... specially if they did anything out of the ordinary.

There are various posts discussing this... but, it would be nice to see what is working, Where it works and How it was done. Unfortunately, that may vary signficantly.

When I said up and running, I meant the full works, ie access/ability to refill balances/downloading ok etc!
