Won't RazorLAME decode the MP3s into WAV files and require a second step to encode the WAVs as MP3s with another bitrate?

I did try it out on a 384kb/s file before I posted that, and it happily converted to 192kb/s VBR in one go. And I've just done it again. Make sure the destination folder is different to the source folder though, and choose Encode rather than Decode. I have RazorLame 1.1.5 and LAME 3.98 beta 6.
