I'll use it. I have Comcast and I read that Comcast is one of the companies that plan on slowing down the connections of their high users. If my connection is slow, I'd love to be able to tell if it's my ISP doing it on purpose.

Is that even legal? That's what Neflix got sued for, remember - they intentionally held up the sending of movies of high users while the low usage customers got their shipments right away - even if they were from the same household and ordered the same movie. They got caught and were forced to pay out to all the users (under class action).
