'Business as usual' for Russian site licensing ? - 04-03-2008, 12:19 PM

The following is a Google translation of a statement in Russian posted 13th March 2008 on the web site of NP-FAIR, one of the two Russian copyright licensing bodies. As far as I can tell, it means 'business as usual' until the Government changes things. This requires 95 days' notice, which hasn't been given yet. One assumes that the same applies to ROMS.

Dear licensees and interested persons.

On the question of the legitimacy of the activities of NP <FAIR> after taking part 4 of the Civil Code to announce the following:

In accordance with Art. 4 Federal Law <On the Introduction of Part Four of the Civil Code of the Russian Federation> with the latest developments of 24 July 2007, № 202 - FZ continue to bring the laws and other legal acts, acting on the territory of the Russian Federation, according to the fourth part of the Code and other laws Legal Acts of the Russian Federation, as well as legislation of the USSR, acting previously applied to the extent that they do not conflict with the fourth part of the Code.

Under Article 1244 Civil Code of the Russian Federation Government of the Russian Federation was approved Regulations on the state accreditation organizations implementing collective management of copyright and related rights on December 29, 2007 gyu № 992 under which conducts accreditation federal executive authority exercising functions of monitoring and oversight in the field of copyright and related rights (hereinafter - authorized body). Information on the date of the meeting hosted by the authorized agency commission at its official website on the Internet no later than 95 calendar days before the date of the meeting of the commission.

The aforementioned approved body is the Ministry of Culture and Mass Communications of the Russian Federation. To date was not announced date of the meeting of the commission.

In keeping with the requirements of the law NP <FAIR> prepare the necessary documents
