Undper mp3sparks payment options, it has this sentence:
"The minimum one-time payment by credit card for the service is $25"

Does this mean what I think it means? ie: you have to pay $25 just to use the service and then in addition to this one-time payment you have to add money to your account? Or does it mean you have to add a minimum of $25 to your account. Or what does it mean?

Did not know they had a minimum, but if you add $25 that is not a 'joining fee', it is then in your account ready to use (would not get many customers if it was a joining fee).

$25 is their minimum deposit to add to your balance.
As Dave said, $25 lets you download as soon as soon
the $25 gets put into your account and you create a balance.
Which happens as soon as your Mastercard(right now the only card)
is accepted.

Some Mp3Sparks customers are able to make MasterCard payments through www.alltunes.com - this is the same account balance (and music catalog) as Mp3Sparks, but through allTunes the minimum payment is only $10, with options of $20 and $50. Worth a try if you just want to dip your toe in
