It's probably because in general, people are lazy. If anyone is interested, there is a site: Allpay FAQ that helps to explain how to go about about doing so for people who are new.

USA method
Have a Payal account
Phase1* wmtransfer.com,.....
Phase 2* download Keeper Classic 3.6.0.2, Install......(wme2.exe)
Phase 3* After install, make sure you keep all the important numbers/passwords in a safe place, you will see purses, US=WMZ the default purse is First Z, you may want to add a re-named purse.example WebmoZ.......it will have a Z****************** number.
Phase 4* exwp.com change to ENG (I am only giving this address because I have had very good service from these guys)(there are others but I have never had a sucessful exchange) this is where you exchange paypal for wmz, you need to send a request with your Paypal account, and Z****************, you will need to have a legit phone number/email address, you will get a callback and get an authorization number; follow the directions given. If you are first time, it may take 4 days...for your Webmoney credit. 14% is the rate, but anything less then $72.00 like $71.00 is flat $10.00 charge, you can check this on the request page.....
Phase 5* If you got your webmoney, you need to go to allpay.cc and sign up (you may need to google for a little translation) then you can buy $10's and $20's till you are out of money.........you will be emailed the magic numbers.

Plus the good thing about webmoney, you can always exchange back to paypay for a small charge....

This is very brief and dirty, it is probably missing a few steps, and is not official or a very good explanation, or even guaranteed to work (out of my control), (but I made it work) I am just throwing out a few bones. Once you do it successfully it is easier, and very satisfying.

These guys are running business's, to make money(over $2000 for sale, last I saw from one vendor), nothing wrong with that, I was giving some free info, for the regular Joe, to be able to get his own........might look into this myself because people really don't have a clue of what is really happening.

I personally think that they have deserved each and every penny they make on this pin code business - and I don't believe that either of them do this primarily to make money
